Meet the CPA Canada Cayman chapter board members

The membership of CPA Canada's Cayman chapter board reflects a cross-section of perspectives based on legacy designation, area of practice and experience since becoming qualified as a professional accountant.

Chair

Bill Fleury, CPA, CA, CFA
With over 25 years of financial services experience, primarily in operations and administration of hedge and mutual funds, Bill now applies his experience and insight to investment funds by serving as an independent director, as well as acting as the Danesmead Chief Compliance Officer. Bill started his professional career in 1988 with Coopers & Lybrand in Toronto, specializing in mutual fund, bank and insurance audits. Upon receiving his accounting designation, Bill spent three years at rapidly growing Fidelity Investments (Canada) as manager of Fund Accounting and Custody. Bill relocated to the Cayman Islands in 1995 to obtain international financial services, working with companies including Coopers & Lybrand, UBS Cayman Islands, Butterfield Fund Services and then the Butterfield Fulcrum Group. More recently, Bill spent over two years as general manager and chief operating officer of the Cayman Islands Chamber of Commerce Pension Plan. Bill is also a director and treasurer of the Cayman Islands Crisis Centre. He holds the Chartered Financial Analyst (CFA) designation and the Chartered Professional Accountant of Canada (CPA) designation, and graduated with a Bachelor of Commerce from the University of Alberta. 

Vice-Chair

Karen Watson, CPA, CA, CFA
Karen is the Global Head of Fund Operations at Maples Fund Services and is responsible for overseeing global fund operations across all Maples Fund Services offices including fund accounting and RTA processes, policies and procedures, regulatory implementation, client on-boarding and product development. Karen has extensive experience in providing fund administration services to a wide range of investment funds, both hedge fund and private equity structures, as well as expertise in the analytical and reporting requirements of private equity and hedge funds. She also serves as a director on the boards of select hedge funds. Karen joined Maples Fund Services in 2006. She previously worked for Fortis Prime Fund Solutions (Cayman) Limited, Ernst and Young Cayman Islands and Grant Thornton in Canada. Karen received a Bachelor of Commerce in Accounting with honors from the University of Prince Edward Island in 1998. 

Secretary-Treasurer

Martin Ruben, FCPA, FCGA
Martin has over 38 years of experience in public sector management and auditing. He is currently with the Office of the Auditor General of the Cayman Islands, a role he has held since February 2009, where he is responsible for the performance audit practice and media relations. Prior to joining the Office of the Auditor General of the Cayman Islands, Martin was a performance audit director in the Office of the Auditor General of Canada. Martin received the Certified General Accountants designation in 1980 and was awarded the prestigious Fellowship Award in 2013. He has served his professional associations in Canada and in the Caribbean for over 35 years, including being a member of the CGA Board of Governors in Manitoba and a member on several CGA committees at the chapter, provincial and national levels over the years. Martin was the chairman of the Ottawa chapter of the CGA Association of Ontario in 1994. 

Paul Arbo, CPA, CA, ACI
Paul has 17 years of assurance, tax and consulting experience in Canada and the Cayman Islands. He has been with BDO in the Cayman Islands for over 10 years, handling most of the insurance clients in the firm’s portfolio during this time. Paul holds the Associate in Captive Insurance (ACI) designation from the International Center for Captive Insurance Education, a widely regarded certification within the industry. He is a member of the Cayman Islands Society of Professional Accountants as well as the Chartered Professional Accountants of Canada. Paul also sits on the Research and Development Committee of the Insurance Managers Association of Cayman as well as acting as the volunteer treasurer for both Rotary Central Cayman Islands and Destination Imagination Cayman Islands.

Anne-Marie Leadbetter, CPA, CA
Anne-Marie articled with the Office of the Auditor General of British Columbia and qualified as a Chartered Accountant in 2000. She moved to the Cayman Islands in 2002 to work in the audit department at KPMG and has worked in the hedge fund industry for over thirteen years. Anne-Marie also has experience in the captive insurance industry as she worked at Aon Insurance Managers for almost two years as an account manager. She then moved into fund administration at Goldman Sachs for two and a half years for various fund structures. Anne-Marie most recently spent five years working for an investment manager, GLG/Man Group, in their finance department, and currently works for The Harbour Trust Co. Ltd. providing fiduciary services to funds and other structures. Anne-Marie is also an accredited director and a notary public of the Cayman Islands.

Angilynn Chan-Baraud, CPA, CA
Angilynn is a senior manager with over 10 years of experience at PwC in assurance and business advisory services, covering both the Cayman Islands and Canada. For the past five years, she has led the business development and marketing and communication efforts for the Cayman practice and also plays a regional role, overseeing and implementing PwC’s client satisfaction programs and proposal infrastructure across several territories within the Caribbean region. She has a Bachelor of Management from the University of Lethbridge and a Masters in Professional Accounting from the University of Saskatchewan, and is a member of the Chartered Professional Accountants of Canada and Alberta, as well as the Cayman Islands Society of Professional Accountants. Angilynn’s in-depth experience covers a variety of financial services including hedge funds, special purpose entities and general insurance companies. 

Andre Budylin, CPA, CA
Andre began his career articling with KPMG in the Industrial Markets group in Vancouver, British Columbia, working primarily in the area of forestry and mining. After six years in public practice, he moved into the mining industry to work at a gold mining company and then at a mining finance company. Andre has served on the board of a not-for-profit community organization, Gordon Neighbourhood House, and has been a member of the Chartered Professional Accountants of British Columbia for the past nine years. 

Daniel Jones, CPA, CA
Daniel is an audit manager with KPMG in the Cayman Islands and has over seven years of assurance experience. He has international experience in assurance engagements involving a variety of investment fund structures and strategies including retail, hedge, private equity and venture capital funds. After earning his Honours in Business Administration Co-op at the University of Windsor, Ontario, he earned the Chartered Accountant designation in 2010 and Chartered Professional Accountant designation in 2014. He has passed all three of the Chartered Financial Analyst Program examinations. Daniel is originally from Windsor, Ontario. Prior to residing in the Cayman Islands, Daniel was a marker for the Chartered Accountant’s Uniform Final Examination and Ontario School of Accountancy examination. He also mentored multiple candidates for those examinations. He currently continues to take an active role in professional development, training and coaching within KPMG.
