Environment Canada: 2015 Innovation Award winner

CPA Canada honoured Environment Canada with a 2015 Award of Excellence in Public Sector Financial Management: – Innovation, for its integrated control framework for reporting environmental liabilities related to contaminated sites.

Environment Liabilities (EL) is in the spotlight by the work of the Office of the Auditor General (OAG) and the Parliamentary Budget Officer, and developments in accounting standards for reporting liabilities.

The EL cross-sectoral initiative helped pave the way forward and spark a greater understanding and appreciation of the value of Internal Control Management within Environment Canada and across the Government of Canada. The initiative involved:
  • developing business process maps
  • supporting narrative documentation
  • considering future process needs
  • leveraging best practices
  • creating conversation through large scale maps

The resulting tools have generated significant interest across the federal government. The maps have gained recognition by the Office the Comptroller General as a visionary contribution to Financial Management Transformation. They also have the interest of the OAG, Public Accounts Office; and were shared within the Federal Contaminated Sites Program. Both the EL and the Mega Map on Common Financial Management Business Processes/emerging practices continues to be shared with various Government of Canada internal control teams.
