Brian Pagan

CPA, CMA

Brian was appointed assistant secretary, Expenditure Management, at the Treasury Board Secretariat in 2014. This position encompasses the entire government expenditure management cycle, from planning, analysis and forecasting through to evaluation, results-based management and presentation of appropriation requirements to parliament. The sector plays a strong role in providing a whole-of-government perspective on matters related to the direct program spending management of reserves and compensation within the federal government.

Brian has a wide range of experience in the expenditure management process, having served as deputy assistant commissioner and agency comptroller of the Canada Revenue Agency, director of fiscal policy at the Department of Finance, deputy chief financial officer at the Department of Fisheries and Oceans and executive director of Expenditure Operations at the Treasury Board Secretariat. He began his public service career in procurement and material management at the Department of National Defense in 1987.

Brian has a graduate degree in public administration from Carleton University and is a CPA, CMA.
