Andre Moniz

André is a lawyer and the Manager of the Ontario Securities Commission’s (OSC’s) Office of the Whistleblower, the dedicated office that administers the Commission’s Whistleblower Program. He deals directly with whistleblowers, their submissions and the staff assigned to investigate tips. His team also includes staff responsible for working with domestic and international securities regulators and law enforcement. Their goal is to facilitate co-operation across jurisdictions to share intelligence, gather evidence and disrupt misconduct. 

Before the launch of the Whistleblower Program, he spent over ten years with the OSC’s Enforcement Branch investigating a variety of misconduct. These investigations ranged from complex, high-profile matters involving large, public issuers and registrants to more discreet matters involving private entities and unregistered individuals. Prior to joining the OSC, he served as in-house counsel at a Canadian trust company and managed a regulatory compliance group with the institutional investment management arm of a large Canadian bank.
