Canadian CPAs seeking the Mexico CPC designation

Learn about your eligibility to apply for membership with the Instituto Mexicano de Contadores Públicos (IMCP) and Comité Mexicano para la Práctica Internacional de la Contaduría (COMPIC) under the mutual recognition agreement.

On January 1, 2018, the mutual recognition agreement (MRA) will come into effect between all Canadian CPA bodies and the Instituto Mexicano de Contadores Públicos, A.C. (IMCP) and Comité Mexicano para la Práctica Internacional de la Contaduría (COMPIC).

Eligibility requirements for CPA members seeking the Mexican CPC credential

To be eligible for this agreement, Canadian CPAs must affirm that they are capable of performing audit and attest services according to the relevant professional standards, including having the requisite additional experience/training necessary for such work.

This requirement is necessary since the Mexico CPC designation automatically conveys the right to audit. Therefore, to qualify under this agreement, Canadian CPAs must have the competence to perform an audit.

Education and examination criteria

If you earned your CPA membership by completing legacy (CA, CGA, or CMA) certification requirements, you must meet the following criteria:

  • hold a baccalaureate degree or higher
  • have completed the relevant legacy body’s educational program
  • either have:
    • been granted the right to perform audits by the designated authority in your home province/region
    • met the educational requirements (through your legacy education program) and examination requirements (by having successfully passed the licensing examination of your legacy body) for this right in your home province/region, or
    • successfully completed CPA Canada's Post Designation Public Accounting (PDPA) module and examination

If you earned your CPA membership post-unification as a CPA member, you must meet the following criteria:

  • hold a baccalaureate degree or higher
  • either:
    • have been granted the right to perform audits by the designated authority in your home province/region, or
    • demonstrate that you meet the current educational and examination requirements for this right in your home province/region, by either having:
      • successfully completed both of the elective modules that are mandatory for CPA candidates pursuing careers in public accounting (i.e. the CPA PEP Tax and Assurance modules, or their equivalent in a graduate program at a post-secondary institution accredited by a provincial/regional CPA body), and
      • passed the CPA PEP’s Common Final Examination (CFE) and demonstrated depth in financial reporting and assurance, or
      • completed CPA Canada's Post Designation Public Accounting (PDPA) module and examination

Experience criteria

Canadian CPAs must have three years of relevant practical experience. The IMCP may exercise its authority to verify such experience. Canadian CPAs who are currently licensed to perform audits in Canada will be considered to have met the experience requirement of the Mexican CPC and would not require verification. 

Continuing Professional Education (CPE) criteria

To meet the CPE eligibility criteria, Canadian CPAs must comply with the CPE requirement of their home CPA provincial/regional body. 

Exclusion

Canadian CPAs are not eligible under this agreement if they obtained their credential by:

  • qualifying under a reciprocal agreement (i.e. mutual recognition agreement or reciprocal membership agreement) with another professional accountancy organization
  • receiving an honorary CPA designation by a provincial/regional CPA or legacy CPA body

Pathway to the Mexican CPC credential for eligible Canadian CPA members

To obtain the Mexican CPC credential, eligible Canadian CPAs must:

  • pass the Examen de Extranjeria examination (MEXQUEX), and
  • meet the relevant practical experience outlined above

To write the MEXQUEX, eligible Canadian CPAs must take the following steps (please note that the following list is not intended to be comprehensive):

  • complete the MEXQUEX application form
  • provide a photocopy of their Canadian passport
  • obtain a letter of good standing from their CPA provincial/regional body
  • provide either:
    • a photocopy of their public accounting license from the province/region, or
    • confirmation of their eligibility in the letter of good standing
  • pay the requisite fees
